xp won't shutdown or restart

I installed some software yesturday for desktop themes and
skins and now I cannot restart my laptop or shut it down.
Anyone got any ideas!!!!

Uninstall the software, then do a System Restore back to before you
installed it.

If that doesn't solve the problem, try the Win XP Shutdown & Restart
