I am running Windows XP on an HP Pavillion ze4300. Every 3 seconds or so, it
briefly freezes and I can't use the mouse or keyboard. Needless to say this
is very frustrating.

When I go to task manager, it shows that CPU usage jumps from 0% to 13%
every few seconds. Is this related? What can I do to fix this?

Have you tried running anti-virus programme with updated definitions? Do
you have an anti-virus programme? What firewall do you have installed?

Spyware causes many problems. If not installed download Adaware and / or
update Reference file
from http://www.lavasoftusa.com/support/download/ and use it to remove
parasites.

Hope this helps.

Try turning off auto-insert notification (autoplay)
for your optical drives (CD/DVD).

Google for instructions or search MS site.
