slow computer - please HELP!!!!

I have a TINY laptop 2.5GHz pentium 4 processer. This
should be super quick but.....

Every couple of weeks my computer suddenly becomes very
very slow. Looking at task manager, the CPU usage is
always 100%. 99% of this is 'system'. This leaves 1% of
my CPU to perform my tasks. It takes minutes to load
programs and web pages! After a few days it seems to
magically mend itself and perform as usual.

What causes this? How can I fix/stop it?
Please help me!
