sub -menus don't appear when I point to them

Hello,

I posted this earlier and didn't word it correctly.

My problem is when I point (hightlight) the ALL PROGRAMS (start menu) the
sub menu doesn't appear until I click the ALL PROGRAMS link. I have the
property setting correct (check box is highlighted) and that should have
taken care of this issue, but it doesn't. Any help would be great.
