I did a complete reinstall of Windows XP, expecting to
wipe the hard drive clean and start from scratch.
However, after the installation I noticed that all of the
program files previously on the computer are still
there. Does anyone know how to do a complete, clean
install of Windows XP on an existing PC?

You need to boot from the Windows XP CD ROM and run setup from there. =
There are various options that come up as you go through setup. These =
include deleting existing partition or formatting current partition. I =
would reformat, then install XP on the newly formatted partition.

Greg;
Do it this way:
Disconnect all peripherals (camera, printer, scanner, etc)
Go to BIOS and set CDROM as boot device before hard drive.
Insert Windows XP CD and reboot.
At "Press any key to boot to CDROM" quickly press a key and follow the
prompts for a Clean installation:

Delete all partitions in step 5 if you desire to erase all data on the
hard drive.
Partitioning and formatting will be done automatically.
All data will be destroyed, back-up important data first.
