I just purchased a new pc from Dell that came with xp home sp2. I have an
upgrade cd for xp pro that I wanted to use. When I ran the upgrade I git a
message that the operating system on the pc is newer than the operating
system on the cd. How can I get around this issue?

By slipstreaming SP2 into your Pro CD
Go here for instructions:

Your Upgrade doesn't have SP2, so it's older.
Create a slipstreamed version of XP Professional, including SP2,
and use it. See http://forum.aumha.org/viewtopic.php?t=7262

Gordon,
I finally got around to slipstreaming a Pro CD and it worked after some
trial and error. This may have been me making a mistake somewhere but I
could not make a slipstreamed CD by using the SP-2 from the CD that MS
provides (if you ask). It wasn't until I downloaded SP2 from their site,
that this worked.
Considering that everyone does not have a burner and that they also need the
ISO tool program, this may not be a simple process for them. But... and
I've not tried this... the only reason it say's it won't upgrade is because
it has SP2 installed already and his upgrade CD does not. So why couldn't
he uninstall SP2 - then do the upgrade?
This should help

With his system now essentially at the SP1 level, should he not be able to
upgrade and install SP2 later?
Just a thought,

The problem is, if SP2 came already installed, then there may not BE an
option to un-install. BTW, you need the FULL download of SP2 to
slipstream - the 270MB version.

Just insert the CD, boot, select boot from CDROM (See manufacture
information on how to do this) and do a clean install.
WARNING- You will be required to format the drive, you'll lose anything on
it
