system restore doesn't monitor C drive

I have over 40GB free on the drive, and I see no way to
turn monitoring back on. Online descriptions of the
process are inaccurate -- there are no Drive Settings on
the System Restore Tab, for instance.

So, what do you see when you click the System Restore tab on the System
Properties pop-up?
