Problem is Shutting down in Windows XP Pro

My laptops hangs when ever I either shut down or try to
re start my system. Even Ctrl+Alt Del does not work at
this point, so I am forced to power OFF and ON the system
every time. The OS is Windows XP professional on Toshiba
2400 laptop.

Help me please.
