I had this same problem with my computer that I build a
few months ago. First and most importantly you should
check your manual for your motherboard, and find out if
there are jumper switches on it and where they are. I have
a Gigabyte motherboard, and there are two jumpers you use
to adjust the (memory?/processor?) speeds. My AMD AthlonXP
2100+ processor was only running at 1.3Ghz, until I
figured out that it was the jumpers that needed to be
