Updating Windows Locally

Using Windows Update service works well in most cases,
however ...

I have several hundred mobile users that do not have
access to the web site. The solution would be to create
an "update CD" that can be sent to the users and run on
their machines. Is there a way to do this without
attempting to write a program locally to try to emulate
the Microsoft solution. I would think that there is, but
I can't find it.

Any ideas greatly appreciated!!
