problems with outlook express

I do not have the attachment security block on. I had no
problems until a week ago. Now when I try to send an
attachment, it takes forever and comes up with an error
message saying verizon lost connection. It has not lost
connection, as I have internet access, and can send and
receive emails with no attachments. If I receive an
email attachment, it says that OE has denied access to
the following unsafe files. Please help!
