screen resolution

my screen resolution is set at a 4-bit level.A I can't
seem to change it. It won't allow me to move the screen
resolution bar to a higher level and my pictures are
distorted and hard to view as they should be viewed.None
of the help topics I tried worked for me.If some one
could tell me how to solve this problem it would be very
helpful to me. Thank you
