Unable to Update Windows XP Home

Dialogue box to accept conditions of download does not
display the "I accept" or the "I do not accept" options.
How do I correct this?

start...run...msconfig--services tab--hide ms services--disable all
remaining non ms services--presto--update works! re-enable all ms services.
