Why is that Windows preloads programs like Word in memory, can't that mem be
better used by the system?

It loads it mem just before it loads it in mem.

Most applications load piecemeal. A bit of a file here, a bit of another =
file elsewhere. After 2 seconds another bit. XP loads all the files in =
memory in one go because it's quicker. Any parts not used or wanted get =
flushed if needed.
