I've seen some write ups on how too modifiy and QoS in XP
Pro but nothing on XP Home. If you try too do the
gpedit.msc in XP Home of course it does not exist.
So....How would one go about setting the QoS % in XP Home?

What you've been reading is a pure "myth".
