Just recently my pc seemed to have slowed to crawl and
it's brand new (AMD2500 Barton with new MB and 512 meg
ram). Windows XP Pro.
When I checked cpu usage(Windows XP Pro) 100 percent was
being used.
But my other two pcs with almost identical
configurations/hardware and sofware rarely showed more
than 10 % with some spikes as I opened programs.
I discovered this file in my startup menu.
00cfwm.exe
As soon as I deleted it, CPU dropped to what it should be.
I have no idea what this file is for or where it came
from other than it has a creation date almost identical
to when I noticed the performance loss.
Problem is, that when I start my pc it tries to run this
exe, so I need to know where the code is that is trying
to fire this exe so I can delete it.
Any help is appreciated.

A recent Windows Update (811493) causes this on may systems. Go to Control
Panel and remove it. It will give you a warning that removing it MAY cause
other programs to not work properly, but you can ignore it and uninstall it
anyway. MS is aware and has issued a tech bulletin about it.

It could be.
Run an updated virus scan.
Or Scan for viruses online:

Run Disk Cleanup checking all boxes except "Compress old files"
