Let me clarify:
- as you could see at the Dr.International page that Alexander
gave a link to, Windows does NOT contain a phonetic keyboard
layout, neither for Russian nor for Bulgarian.
So what you had under Windows ME was NOT the part of Windows ME:
- There are many custom-made and different keyboard layout files
for Bulgarian and Russian - people used 3rd party, non-MS tools
to build them and then offer them for download.
- there is no reason to request a .bmp or .gif file - all those
custom-made layouts are different.

For example, on my site I offer the following Russian Phonetic
layout I made for both Windows 95/98/ME (.kbd file) and for
Windows NT 4.0/2000/XP (.dll files):

But unlike other sites, I don't force users to use _my_ variant of the
layout, I offer the Modification - a user can adjust the layout to
his/her needs.

Tal, please use my step-by-step instruction given in the section of
my site called "Russian keyboard: standard and phonetic".
While reading, just replace "Russian" in your mind with "Bulgarian" -
the steps are exactly the same (for _any_ language),
but you need 2 different .REG files because my .REG files are for
Russian-related Registry entries:
- instead of my y1251_nt.REG file use y1251b.REG file from the .zip
file mentioned below
- instead of std_nt.REG file, use std1251b.REG file from that .zip

Here is the Bulgarian-related archive with these 2 .reg files
for Windows XP/2000/NT 4.0:
