Windows Explorer broken

My Windows Explorer window opens minus the Menu Bar and the Toolbar. How can
I get a normal Windows Explorer?

Try right clicking in the area at the top, below the title stripe at the top
of the system. You should get an option for Menu Bar and some other stuff.
Use that to add a check by the Menu Bar and then use the menu bar to add do
the following: (View->Menu Bar-> Buttons) AND then also add the Folders
(View->ExplorerBar-> Folders)

I am having the same problem as Jef. I followed the directions and went to
"regedit," but there was no listing for
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar to be found.
What am I doing wrong?
