Cannot run system restore

Initially the USB ports to my notebook stopped working
suddenly.
I was at the verge of solving the problem, when I
installed a software, and on removing the installed
software from my notebook I accidentally clicked on menu
that wipped out my hard-disk C:
Now I cannot run the system restore program to restore
back my system, infact all the shortcuts on the desktop
disappeared, but all these happened while I was
downloading the service pack.
I do not know what to do now, I am afraid to switch off
my notebook, cos I might not come on again.
