A quick search on the web for rscmpt.exe showed that this
was part of Nvidia graphics driver and there were lots of
hits for this running 100% CPU.
Maybe worth upgrading your graphics driver, assuming you
have an Nvidia card got to Nvidia.com and download the
latest driver.
