"Windows cannot create a shortcut here"

[Donnie]

I have a windows XP machine here, when I click on the run
button I get the following message.

"Windows cannot create a shortcut here. Do you want the
shortcut to be placed on the desktop instead"

If you click No, nothing happens, if you click Yes you get
a "Shortcut to &Run" on the desktop that throws up the
same message if you click it.

Any idea whats causing this and what the fix for it is ?
