I was one of many here whose ftp uploads suddenly stopped working when
Windows Update installed a number of Windows XP SP2 updates in late
April. With help from Microsoft's e-mail tech support I finally
isolated and blocked the offending update, KB893066. It's described in
the following article:
MS05-019: Vulnerabilities in TCP/IP could allow remote code execution
and denial of service

The short version of the solution that worked for my PC:
1. Do a system restore to (or before) the restore point set when these
updates were installed. FTP uploads work again.
2. (quoting from the last of many e-mails from Microsoft tech support)
Please access Windows Update via the following link:
http://windowsupdate.microsoft.com/
After scanning the system, please select Custom Install. In the list of
updates, uncheck the check box before Security Update for Windows XP
(KB893066) and check "Hide this update". (end quote)
3. Install the other updates if you wish and make sure that ftp uploads
still work. They had me test them one by one - that's how I identified
the culprit - but with luck your problem matches mine and the above will
solve it more quickly.
