Can anyone let me know if the Messenger service gets disabled by default on
XP SP2 stations?

As Doug indicates, it does.

Since on my LAN we wanted NetBIOS Pop-Ups, I ran the following in my Login Script.

sc.exe config messenger start= auto
net start messenger

It was scripted such that it would run just once and not on subsequent logons.
