Limited User Accounts Cannot Access Internet

Anyone know how I can get "Limited" user accounts to
access the internet? When they click the internet icon on
their desktop, they get an error message and cannot get
in. If I change the "Limited" account to "Administer"
account, then that account can access the internet. But
then they also has access to everything else.
My "Limited" accounts always had access to the internet
until recently. I have direct cable connection to the
internet. Thanks for any help you can give. Email me if
