Task Manager says 100%, but it's all idle

Has anybody seen this problem:

My task manager says that the CPU usage is 100%, but the process list says
that the System Idle Process is running at 98%. Why is the task manager
reporting the idle time?

It sort of fixed itself - double clicking on the resource graph makes it
better.
