cpu wont shut down automatically need to press button

i have a 1.53 ghtz athalon and am running windows xp pro
when it is time to shut down it starts the process the
comes up like windows 95 message used to on old pc's and
says it is now safe to shut down your pc and i must push
the button please help very annoying
