Slow performance

About a week ago the performance of my PC went in the
tank. I have 2.2 Ghz processor. When I initiate an
application there is no response for 5-10 secs. In this
period I have monitored there is no disk I/O activity and
no CPU usage per the task manager. Any suggestions?

If you updated 811493 probably caused this problem. The fix is 819634.
