XP Service pack 1, now hangs at shutdown screen

After re/installing SP1 two different times my computer
will hang at the "Shutting Down" or "Restarting" screen.
I've restored my computer before the pack and everything
works fine. I've followed a few of Microsoft's simple
fixes for this and nothing has worked. Any answers?
