attachments

I am unable to open attachments through Outlook Express.
I connect to a remote computer system which is on DSL
through NetXpress. The error message I receive when
doulble clicking on the original message is: OE removed
access to the following unsafe attachments in your mail:
(email address follows). I know that these attachments
are not unsafe at all. What is blocking this function?
I have Norton anti-virus, ran a scan, came out totally
clean.
