I want to confirm if we cannot boot up the Windows XP system from DOS. I
think Windows 2000 also can't do that if I am correct, but Win95 and Win98
is ok to do that. Thanks!

No DOS in XP. Not real DOS anyway.

Windows NT based systems (like Win2k and WinXP) do not have DOS to boot
from. You can get to a recovery console (not the same thing) off the XP boot
disk.
Alternately, if your system is formatted with FAT instead of NTFS, you can
use a Win9x boot disk to boot the system in emergencies.
Windows 9x still had some DOS roots, so with them it was possible.

There is no "real" DOS to boot into.
Only a CLI to type commands if you need to.

How does Powerquest Drive Image boot an XP computer into DOS? It generates
some kind of "virtual floppy" which boots the computer. I can jerry rigged
Drive Image and make my own startup virtual disks but would like to know how
this reboot is happening. They supply a form of DOS which will access NFTS
drives.

I believe what you are referring to is when DI is creating a copy of a
partition. It isn't reading data as individual files. It's treating the
partition as a whole, not file by file.
SysInternals has a read only NTFS driver that can allow you to access
NTFS drives booting from a DOS floppy. The read/write version will cost
you.

Any idea how I can go XP Pro to 98 SE then? If only XP

Not really. It boots into a DOS that can read individual image files on one
NFTS partition and restore them to another.
My main question is how it sets up XP to boot to the virtual floppy.
