scrolling problem

I hope someone can shed some light on this. I'm using an
Optical mouse with scrolling wheel. When I grab onto a
scroll bar depressing left button and drag bar up and down
it works fine but if I hold onto it for too long then
cursor won't release when I let button go and move off of
scroll bar. I have to left click once outside of scroll bar
to release it. This can get very annoying at times so if
anyone has a suggestion on how to disable this drag or grab
lock I'd greatly appreciate it. Thx
