Taskbar tool tips buried

Tool-tips activated on mouse-over of taskbar contents
come up behind the task bar,where they cannot be read.
This is an intermittent problem but a frustrating one.Any
advice is appreciated.

There is no advice. This is a known problem in Windows XP. Rebooting
Windows may help.
