Unremoveable Icon on desktop

Hi I have the control panel icon my desktop which can not
be removed.
If I right click it says "Create a shortcut here"
If I double click it says "Windows could not create a
shortcut here, check to see if the disk is full"

I have no idea where it came from.
Can it be removed
