XP Quick Launch Toolbar

I am told that in the XP home edition that the Quick
Launch Toolbar is enabled by default and yet it isn't in
XP Pro.
How do I enable it in XP Pro?

Right-click on the Taskbar and select Toolbars > Quick Launch
