Shut Down = Restart

I'm using XP Professional and when I select to Shut Down
the PC the system takes action for a restart. It will end
the program and then simply reboot as per a normal restart.

Does anyone know of any general or Bios settings that I
could check? Currently I wait for the system to go
through its restart motions and then I simply hold the
power button in to power down manually.
