Dialog boxes are in the wrong language.

first off, PLEASE EMAIL ANY RESPONCE, i dont like having
to come back to search for my question time and time again.

I recently downloaded a file from a german server, just an
MP3, now every warning and question box that appears, in
any program, even in XP itself, are in German. There is no
setting i can find to turn it off.

If anyone can tell me how to fix this, or even how to
diable multi language support, please EMAIL ME!
