Performance

After my computer has been running for a few minutes, the
system seems to go into a loop. Programas are
functional, but everything stutters. The mouse is not
smooth and will jump, if you are typing, it periodically
stops and starts. It doesn't matter what program I am
running from games to the internet. I have performed
maintence procedures and even performed a couple of
system restores. Nothing seems to help.

Any ideas???
