I have an Emachine that I used at school. It worked fine
until I brought it home.

I hooked it up at home, but when I turn it on, I get a
message that says "Operating system not found." I then
use my restore CD to try to get windows started, but that
usually doesn't work, so after that, I push CTL+ALT+DEL.

This usually works, sending me to my desktop.

How can I get the "Operating system" message to stop
coming up at start up?

Either data on the HDD has been lost, or the HDD is not functioning
properly. In order to boot from the CD, you need to go into the BIOS and
set the CD-Rom to be the first bootable device. From there you can do a
re-install of windows, but all Non-OS software and date WILL be lost!
