taskbar tooltips hidden

Any tooltips displayed on mouse-over of items in the
taskbar (including clock)appear behind the taskbar making
them impossible to read. It is intermittant but very
annoying...
Any suggestions?

None. This is a known problem in Windows XP which is unfixed up to
now. Restart Windows to "solve" it intermediately.
