Wrong laguage in Dialog Boxes

Since early last week, dialog boxes, including mostly pop-
up questions and save comfirmation, have been appearing in
what appears to be German. I have no clue as to why this
whould happen or why it is not responding to the Regional
Language Settings that I have selected, English. One
possible cause of this problem could be that I used Nero
to burn a file that I had downloaded from a German server.
If anyone can help me I'd appreciate it, cause I can't
read German.
