I was going to clean up my hard drive by removing so
unwanted programs and I noticed many Windows XP Hotfix's.
My questions are, what is a hotfix and can they be
removed without damaging the system?

The hotfix's are added protection from hackers.
Do not delete them.

Jim

A Hotfix is an interim update, usually installed from the Windows Update
website, that fixes any bugs or security issues that have been discovered in
XP. What you are probably seeing in the Disk Clean Up wizard are the
uninstall files for these Hotfixes. If you are confident that you will not
need to uninstall these Hotfixes, go ahead and delete the files.
