System Restore

When i try to access the System Restore program it gives
me a message, "System Restore is not able to protect your
computer. Please restart your computer, and then run
System Restore again." I restarted and the same message
comes up and i've also tried running it in safe mode and
it still comes up. What's wrong.

The reason i'm trying to access the system restore is
because for some reason when i start up my computer
regularly, i get a reference error at the log on screen.
A reference error to svchost.exe or something like that.
Then when i log in, my internet won't work along with
other things. ????
