Monitoring performance

When I try to monitor my computers current performance using the system tool
it doesn't show the current activity.
here's what I go to:
Start>Control Panel>Performance and Maintenance>Administrative
Tools>Performance.

But the red bar doesn't move or anything. Now in the past it use to work.
Can someone give me a pointer on how to get this problem fixed.
