Everytime I try to shut down Windows, it reboots. Won't
shut off unless I turn off computer without doing proper
shut-down. Tried doing system restore but that didn't seem
to work out at all. Any help would be much appreciated.

Are you pluged to a network card? If so, unplug from it
and then try shutdown. If that fixes problem you need to
go to your bios settings and disable wake on lan. That is
all I have this late night....Good luck
