i can't get all of the unwanted cookies off my hard-drive.
the Internet Explorer menu doesn't take care of a whole
bunch of them. HELP! i can't take the pop-ups anymore!

Cookies are stored under each user's account in Documents and Settings.
Example: Documents and Settings\billmiguk\Cookies. Not likely that
deleting these will get rid of the popups that arrive in miniature
browser windows though. A popup stopper program is useful for these.
If getting messenger service popup spam (different from the browser
propups), use your firewall's configuration menus to disable the ports
it enters via your internet connection. In addition, you can disable the
"messenger service" if you don't use: Start> Run> services.msc. Change
startup type to disabled.

Try www.downloads.com and search for cookie remover and also popup stopper.
There are many free programs out there to do just that, some are even a
combination of both apps. As per the popups, are they IE popup windows are
do they look a bit different, perhaps with a grey border? The reason I ask
is Windows 2000, XP Pro, and Home all have Windows Messaging built in and if
a message is sent to your IP it will popup on your desktop, even if you are
connected, but not surfing the internet.

Have you ran a virus checker, trojan program, ad program such as spybot or
adaware?
