A couple of ideas (you may have already done them but..)
Run a adware syware progran callled Ad-Ware.
I have seen spyware take over a computer

Is norton speed disk set to auto run
at certain times. It could still be running.
It happened to me.

Do you have DSL or Cable?
If you have a router try to disable uPnp
to see if that helps. Did mine big time.
If not you can always enable it again.'
