First, check your Temp folders and make sure they are all
empty. If you have Windows Update set for automatic, you
could have an install failure of an update.
Then start IE and empty the cache.
If those two don't help, you might have a driver problem.
To check this, you can hold F8 while the machine boots and
then select Boot Log and let it create one. The log will
usually tell you where the problem lies, but not
necessarily how to fix it.
