After XP Update - issues with opening system icons

After my recent windows xp update I am unable to open
recycle bin, my computer, network places to name a few.
When I click on any of these now my screen flashes to a
clean desktop with no icons and no start menu bar then
reloads all my icons and start menu bar without opening
the clicked on icon or program window. My own personal
programs seem to launch fine - it is windows programs
that will not open.
