Problem installing XP SP 1A

When I attempt to install the full version of XP service
pack 1a, I get a message talking about it was unable to
check the integrity of update.inf, check to make sure
that the cryptography service is running. It says that
it is running , and when I restart the service, and
restart the install, the same message appears. What
could be wrong?

Walter;
Reboot, login to an Administrator account.
Double click My Computer.
Double click C drive.
Double click Windows file.
Double click System32 file.
Right click catroot2, click rename, type "catroot2old"
ENTER
