Start Menu "All Programs" not working

I removed a backup hard drive, and now I can't
access "All Programs" from my start menu. I also cannot
right click on START to get the options menu, although it
still works if I right click on another part of the
taskbar. If I replace the hard drive, it works again.
The programs list is still on the primary drive, in what
I think is the correct place:
C:/documents and settings/all users/start menu/programs
The backup drive is going bad, so I don't want to
continue using it, but I need my "All Programs" list.
Would appreciate any advice,
